Car runs but needs work.  Newer tires, newer battery. Body has rust above rear tire, windows are electric but often close slowly.  Driver door handle piece broke off, I have it but don't know how to fix.  Car passed inspection but engine light is on due to emissions but does not prevent passing inspection because cars over 15 years do not have to meet new standards.
